This wouldn't necessarily mean goblins weren't at Gringotts. Rather, only the ones the player encounters may be from this extremist group. When footage of Hogwarts Legacy was leaked in 2018, it showed the player attacking what looked like a goblin hoard, though this wasn't shown in the official trailer.
